I have the honour to acknowledge the receipt of
(83) your telegram No. 103 of the 1st of September, 1931, on the
subject of the charge brought against Chau Ming at the July Sessions, and to confirm my telegraphic reply No.175
sent on the 15th of September as follows:-

"No.175. Your telegram of 1st September, No. 103, Adopted daughter. Such transactions
illegal under section 3 of Ordinance 13 of 1929
unless proved beyond reasonable doubt to be bona fide adoptions. Proceedings were not taken under
this Ordinance against the girl's mother as it
was believed that she regarded it as a bona fide
adoption. Proceedings were not taken under
this Ordinance against the man in view of the
more serious charge. Girl removed by Secretary
for Chinese Affairs to Po Leung Kuk where she
remains.
Report of adoptions not compulsory (see paragraph 3 my despatch of 29th April, No. 207). Despatch follows!
I am advised by the Attorney General that the transaction was probably illegal and that had a further
